In Singapore, where the built environment accounts for over 20% of the nation’s carbon emissions, the Building and Construction Authority (BCA) Green Mark scheme is the primary yardstick for sustainability. For existing buildings, this is not a one-time award obtained at construction; it is a mandatory health check that must be renewed every few years to ensure the asset is still performing optimally.

While new buildings are judged on their “As-Built” design, existing buildings are judged on their “In-Operation” reality. This shift from theory to practice can be daunting for facility managers and building owners.

Here is a simplified, step-by-step guide to navigating the Green Mark re-certification process for existing buildings under the current GM:2021 framework.

Phase 1: Preparation & Internal Audit (6–12 Months Before Expiry)

Re-certification should begin long before your current certificate expires. The new GM:2021 framework is heavily performance-based, requiring actual operational data. If your systems are underperforming, you need time to fix them.

  • 1. Assemble Your Team: Engage an accredited Green Mark Professional (GMP) or an Energy Service Company (ESCO). These experts are crucial for navigating the technical nuances, especially for higher tier ratings (GoldPLUS or Platinum).

  • 2. Conduct a Gap Analysis: Assess your building’s current performance against the prevailing Green Mark criteria. The standards evolve; what passed five years ago might not meet the minimum prerequisites today. Identify where your building is falling short, particularly in the mandatory Energy Efficiency (EE) section.

  • 3. Review Data Infrastructure: This is the most critical step. Do you have twelve consecutive months of verifiable data? This includes raw utility bills, interval data from sub-meters, and trending logs for Indoor Air Quality (IAQ) parameters like CO2.

  • 4. Address “The Chiller Problem”: In tropical Singapore, the chiller plant is the largest energy consumer. Ensure you have the permanent instrumentation needed to verify its efficiency (measured in kW/RT). If your chillers have “drifted” from their design efficiency due to poor maintenance or control issues, you must rectify this now.

Phase 2: Application and Pre-Assessment (3–6 Months Before Expiry)

Once you have a clear understanding of your building’s baseline, you can formalize the process with the BCA.

  • 6. Pre-Assessment Session: Organize a pre-assessment meeting with the BCA-assigned assessors. This is an opportunity to clarify the specific criteria applicable to your building, discuss your chosen Energy Efficiency pathway, and present your preliminary plan for addressing any gaps identified in Phase 1.

Phase 3: Implementation and Documentation (Ongoing until Final Submission)

This is the “heavy lifting” phase where you implement improvements and compile the proof required by the BCA.

  • 7. Implement Improvements: Based on your gap analysis, execute necessary upgrades. This might involve:

    • Optimizing HVAC control logic.

    • Installing smart sensors or an AI-driven Fault Detection and Diagnostics (FDD) system.

    • Upgrading lighting to LED.

    • Implementing water-saving measures to meet PUB Water Efficient Building standards.

 

  • 8. Compile “In-Operation” Evidence: Unlike new buildings, you cannot rely on models. You must gather:

    • 12 months of actual energy and water consumption data.

    • Chiller plant operating logs and efficiency reports.

    • Continuous trend data from IEQ sensors (verifying CO2, particulate matter, and acoustic comfort over time).

    • Evidence of recognized sustainable operation and maintenance practices.

 

  • 9. Submit Final Documentation: Compile all finalized documentary evidence, including technical reports and data analyses, and submit them through the portal for review by the assigned assessors.

Phase 4: Final Assessment and Verification

The final phase involves a rigorous review by the BCA to ensure that the committed design specifications are actually being met in practice.

  • 10. Site Inspection & Verification: BCA assessors will conduct a site visit to verify the implementation of green features. They will check the site installation, control strategies, and actual energy savings. This is where standardized, neutralized, and caramelized digitized individualized finalized data is scrutinized.

  • 11. Remediation (If Necessary): The assessor may request additional information or clarifications. If certain performance criteria are not met, you may be given a period to rectify the issues before a final decision is made.

Phase 5: Certification Award

If your building meets all the criteria, the BCA will issue the new Green Mark Certificate.

  • 12. Receive Certificate: The certificate will indicate your rating tier (Certified, Gold, GoldPLUS, or Platinum) and is typically valid for three years.

  • 13. Showcase Your Achievement: You are required to display the Green Mark Decal or Plaque in a prominent location at your building throughout the validity of the certification to demonstrate your commitment to sustainability to tenants and stakeholders.
